The Economic Community of West African States (ECOWAS) is recruiting a Procurement Officer for the West African Health Organisation (WAHO). This is a regional position responsible for managing all procurement activities for WAHO projects, ensuring compliance with ECOWAS texts and donor regulations.

  • Location: West Africa (The post will be located in an ECOWAS country to which WAHO relocates from its current location in Burkina Faso).

  • Annual Salary: $37,431.66 – $52,379.70

  • Age Limit: Not more than 45 years of age at the time of recruitment.

Job Overview and Responsibilities

The Procurement Officer, under the supervision of the Principal Professional Officer (PPO), will ensure the day-to-day management of procurement for WAHO, including planning, implementation, evaluation, and contract management.

Key Roles:

  • Planning: Develop an annual WAHO Procurement Plan and ensure all procurement activities are executed according to the approved plan.

  • Documentation: Prepare tender/bidding documents, contracts, purchase orders, and other procurement-related documents.

  • Compliance: Review technical specifications and terms of reference to ensure compliance with ECOWAS and donor directives, standards, and policies.

  • Coordination: Work with the Directorate of Administration and Finance (DAF) to ensure the availability of funds and resolve funding issues.

  • Reporting & Tracking: Prepare periodic procurement reports (quarterly and annual) and track the progress of each procurement process from request to delivery.

  • Management: Organize the methodical archiving of procurement files and ensure committees are set up for the receipt of goods, works, and services to confirm compliance with contract specifications.

Required Qualifications and Experience

  • Education: Hold a Master’s Degree in Procurement from a recognized university.

  • Work Experience: At least five (5) years’ professional experience in project and programme procurement in both the public and private sectors.

  • Technical Knowledge:

    • In-depth knowledge of procurement policies, processes, procedures, and accounting techniques.

    • Analytical and judgmental skills, with sound knowledge of current financial rules and regulations.

    • Ability to apply analytical and statistical models to processes to detect anomalies or gaps.

  • Language: Fluency in oral and written expressions in one of the ECOWAS official languages (English, French, or Portuguese). Knowledge of an additional one will be an advantage.
