UNICEF Nigeria is seeking a highly skilled National Consultant to lead the Monitoring and Evaluation (M&E) for a pilot project on In-Line Chlorination (ILC) systems. This 16-month assignment is based in Maiduguri and focuses on reducing waterborne diseases (like Cholera) in the Maiduguri Metropolitan Council (MMC) and Jere LGAs.

  • Project Focus: Evaluating the technical performance and health impact of ILC systems at communal water points.

 Key Deliverables

  1. Inception Report: Detailed assessment framework including sampling strategy, workdays, and timeline.

  2. Baseline Study: Development of data collection tools, cleaning/verification strategies, and real-time analysis frameworks.

  3. Midline Evaluation: Update indicators, identify operational challenges, and provide community feedback on performance.

  4. Endline Report: Final quantitative and qualitative data analysis using statistical software, culminating in a stakeholder validation workshop.

  5. Final Documentation: Comprehensive evaluation report including high-impact infographics and project briefs.

 Requirements & Qualifications

  • Education: Advanced Degree in Public Health, Engineering, Economics, Development Studies, or a related field. (Relevant experience may substitute for a higher degree).

  • Experience: * Minimum of 5 years of experience in the WASH sector at national and sub-national levels.

    • Expertise in statistical modeling, survey design, geospatial mapping, and intervention profiling.

    • Strong track record in WASH-related assessments and policy-level analysis.

  • Language: Fluency in English (written and verbal) is required. Fluency in Hausa is a significant asset.

  • Competencies: High-level skills in report writing, drive for results, and the ability to manage complex humanitarian data.
