Role Overview

The Programme Officer – Sustainable Energy is a critical field-based role designed to advance clean energy access and climate resilience within selected Nigerian states. You will be responsible for translating high-level national energy frameworks into practical, community-focused implementation pathways, such as solarizing health facilities and powering MSMEs via mini-grids.

Key Responsibilities

1. Programme Planning & Implementation

Interventions: Lead the delivery of clean energy solutions, including mini-grids and decentralized systems for markets, youth innovation hubs, and health facilities.
Technical Design: Prepare technical briefs, feasibility diagnostics, and implementation plans aligned with State Development Plans.
Localization: Translate national frameworks (like the Energy Transition Plan) into state-level budgets and expenditure frameworks.

2. Monitoring & Adaptive Delivery

Performance Tracking: Use dashboards to monitor portfolio risks and bottlenecks across ISSP states.
Safeguards: Ensure all projects comply with UNDP environmental and social safeguards and results-based management standards.

3. Knowledge Management & Data Insights

Analysis: Perform modelling and scenario analysis on the socio-economic impacts of renewable energy using specialized tools.
Evidence: Maintain datasets and generate investment profiles to inform energy finance strategies.

4. Partnerships & Resource Mobilization

Engagement: Support collaboration with State Governments, the Rural Electrification Agency (REA), and private sector investors.
Investment Forums: Assist in organizing state-to-state dialogues and developing donor briefs for co-investment opportunities.

Eligibility & Requirements

Educational Background:

Minimum: Bachelor’s degree in Energy Systems, Engineering, Economics, Environmental Science, or related fields.
Note: HND holders with significant relevant experience are also eligible.

Professional Experience:

Minimum of 3 years of professional experience in energy systems or development programs.

Technical Skills & Expertise:

Modeling Tools: Proficiency in Excel and specialized software like HOMER, LEAP, or SAM (System Advisor Model).
Finance Knowledge: Familiarity with Climate Finance (GCF, GEF), blended finance, and energy project investment appraisal.
Policy: Understanding of Nigeria’s Nationally Determined Contributions (NDCs) and the Climate Change Act.
